Treasure Island
Behavioral Health Building

Located in the San Francisco Bay, the new Treasure Island Behavioral Health building will provide step-down care, transitional housing, and short- and long-term treatment facilities for the city’s most vulnerable populations.

Developed by the San Francisco Department of Public Health in partnership with Mercy Housing, the facility will be owned by the San Francisco Department of Public Health (DPH) and jointly operated by DPH and HealthRight 360, a non-profit group providing medical care to the uninsured. The 70,000-square-foot building expands care access for those affected by mental health and substance abuse disorders, providing 120 rooms and 381 beds, as well as recovery residences, sober living housing, and wrap-around supportive services.

Designed in association with Gensler, the architecture emphasizes communal spaces, transparency, and connection to the picturesque landscape. Extensive floor-to-ceiling glazing creates a degree of transparency atypical for a large treatment facility. On the ground floor, semi-translucent colored panels take an extroverted stance to the street while casting vibrant shadows within the lobby. The project is targeting LEED Gold certification and is expected to complete in 2028.
